संवृते नरके घोरे पतितो नात्र संशय:॥ ६॥

जो राजा प्रतिदिन नगरवासियों के प्रति कर्तव्य का पालन नहीं करता, वह निःसंदेह भयंकर नरक में पड़ता है, जो सब ओर से छिद्ररहित है और वायु-संचार से रहित है ॥6॥
A king who does not perform duties for the citizens of the city every day, undoubtedly falls into a terrible hell, which is hole-less from all sides and therefore devoid of ventilation. ॥ 6॥
