| जैसे माली बगीचे में लगे हर फूल को तोड़ता है, उसकी जड़ नहीं काटता, वैसे ही राजा को भी अपनी प्रजा की रक्षा करनी चाहिए और उनसे कर वसूलना चाहिए। उसे कोयला खनिक की तरह उन्हें जड़ से नहीं काटना चाहिए। |
