तुम्हें यहाँ अभीष्ट पुरुषार्थ प्रदर्शित करना चाहिए। जो लोग सिन्धुराज से रुष्ट हैं, जिनके हृदय में धन का लोभ है, जो सिन्धुराज के आक्रमण से पूर्णतया दुर्बल हो गए हैं, जो अपने बल और पराक्रम के अभिमानी हैं तथा जो तुम्हारे शत्रुओं द्वारा अपमानित होकर उनसे बदला लेने के लिए होड़ में लगे हैं, उन्हें सावधान करके दान देकर अपने पक्ष में कर लेना चाहिए। इस प्रकार तुम बड़े से बड़े समुदाय को भी छिन्न-भिन्न कर दोगे। जैसे प्रचण्ड वायु बड़े वेग से उठकर बादलों को छिन्न-भिन्न कर देती है।
