‘इन नीतियों* द्वारा तुम शत्रु पर आक्रमण करो, बल से दुर्बलों का दमन करो, मित्रता द्वारा मित्रों को अपनाओ तथा मीठी-मीठी बातें करके तथा वेतन आदि देकर सेना को अपने अनुकूल बनाओ। इस प्रकार उत्तम कोष और सेना की वृद्धि करके तुम उत्तम सफलता प्राप्त कर सकोगे॥11-12॥
‘Through these policies* you should attack the enemy, suppress the weak with force, adopt friends through friendship and make the army favorable to you by sweet talk and giving salary etc. In this way, by increasing the good treasury and the army, you will be able to achieve good success.॥ 11-12॥
