शत्रुश्चैव हि मित्रं च न लेख्यं न च मातृका।
यो वै संतापयति यं स शत्रु: प्रोच्यते नृप॥ १०॥
अनुवाद
हे राजन! अमुक शत्रु और अमुक मित्र का कोई उल्लेख नहीं है, न ही मित्र और शत्रु का बोध कराने वाला कोई शब्द है। जो किसी को कष्ट देता है, वह उसका शत्रु कहलाता है॥ 10॥
O King! There is no record of such and such an enemy and such and such a friend, nor is there any word denoting friend and enemy. Whoever troubles someone is called his enemy.॥ 10॥
