जो समुद्र के किनारे तथा समुद्र के उस पार के बागों में रहते हैं तथा इंद्र द्वारा वर्षा से उत्पन्न तथा नदी के जल से उत्पन्न नाना प्रकार के अन्नों पर निर्वाह करते हैं, वे वैरम, पारद, अहीर तथा कितव जाति के लोग नाना प्रकार के रत्न तथा नाना प्रकार के उपहार - बकरी, भेड़, गाय, सोना, गधे, ऊँट, फलों से निर्मित शहद तथा नाना प्रकार के कम्बल लेकर राजद्वार के बाहर खड़े थे और भीतर जाने में असमर्थ थे।
