उदासीन और साधारण लोगों के साथ कैसा व्यवहार करना चाहिए, इसका तुम्हें कुछ भी ज्ञान है? वीर! तुमने अपने मंत्री उन्हीं पुरुषों को नियुक्त किया है जो तुम्हारे समान ही विश्वासपात्र हैं, शुद्ध हृदय वाले हैं, बातों को अच्छी तरह समझा सकते हैं, कुलीन कुल में उत्पन्न हुए हैं और तुम्हारे प्रति अत्यंत स्नेह रखते हैं। क्योंकि हे भारत! राजा की विजय का मुख्य कारण उत्तम परामर्श और उसकी सुरक्षा (जो योग्य मंत्री के अधीन होती है) ही है।॥26-27॥
