दस्युभ्यो वञ्चकेभ्यो वा राजन् प्रति परस्परम्।
राजवल्लभतश्चैव नाश्रूयन्त मृषा गिर:॥ ४॥
अनुवाद
हे राजन! दूसरों की तो बात ही छोड़िए, वहाँ चोरों, ठगों, राजा या राजा के विश्वासपात्रों के मुँह से भी झूठ नहीं सुना जाता था। प्रजा से ही नहीं, आपस में भी वे झूठ नहीं बोलते थे, छल नहीं करते थे।
O King! Forget about others, no lies were heard there even from the mouths of thieves, thugs, the king or the king's trusted people. Not only with the subjects, they did not lie or cheat even among themselves.
