श्रीमहेश्वर उवाच
तदहं ते प्रवक्ष्यामि राजधर्मं शुभानने॥
राजायत्तं हि यत् सर्वं लोकवृत्तं शुभाशुभम्।
महतस्तपसो देवि फलं राज्यमिति स्मृतम्॥ |

| श्री महेश्वर ने कहा- शुभेच्छा! अब मैं तुम्हें राजधर्म के विषय में बताता हूँ; क्योंकि संसार के सभी अच्छे-बुरे आचरण राजा के अधीन हैं। देवि! राज्य को महान तपस्या का फल माना जाता है। |
