सर्वोद्योगं स्वयं कुर्याद् दुर्गादिषु सदा नृषु।
देशवृद्धिकरान् भृत्यानप्रमादेन कारयेत्॥
देशक्षयकरान् सर्वानप्रियांश्च विसर्जयेत्।
अहन्यहनि सम्पश्येदनुजीविगणं स्वयम्॥ |

| राजा को चाहिए कि वह स्वयं ही दुर्ग आदि के समस्त कार्यों तथा प्रजा की देखभाल का ध्यान रखे। उसे देश के विकास के लिए कार्य करने वाले सेवकों की नियुक्ति सावधानी से करनी चाहिए तथा देश को हानि पहुँचाने वाले सभी अप्रिय व्यक्तियों का त्याग कर देना चाहिए। राजा को स्वयं ही उन प्रजा का ध्यान रखना चाहिए जो अपनी आजीविका के लिए राजा पर निर्भर हैं। |
