जिस राजा का देश समृद्ध, धनवान और राजा के प्रति वफादार है तथा जिसके सेवक और मंत्री संतुष्ट हैं, उसकी जड़ें मजबूत मानी जाती हैं ॥17॥
The king whose country is prosperous, rich and loyal to the king and whose servants and ministers are satisfied, his roots are considered to be strong. ॥ 17॥
