यदि ऐसा न करके उन पर अनुचित कठोरता से शासन किया जाए, तो वे दुःखी होकर अपना देश छोड़कर शत्रु बन जाते हैं और विजयी राजा के विपत्तिकाल की घात में कहीं घात लगाए रहते हैं ॥13॥
If, instead of doing so, they are governed with undue severity, then in anguish they leave their country, and become enemies and lie in wait somewhere for the time of calamity of the victorious king. ॥13॥
