पापी मनुष्य पाप कर्मों से धन पाकर हर्ष से फूल उठता है। वह पापी चोरी करके पाप में आसक्त हो जाता है और धर्म को नकारकर पुण्यात्माओं का उपहास करता है। धर्म में उसकी तनिक भी श्रद्धा नहीं रहती और पाप के कारण वह विनाश के मुख में गिर जाता है। वह देवताओं के समान अपने को अमर समझता है; किन्तु उसे वरुण के पाश में बंध जाना पड़ता है। (18-20)
A sinful man blossoms with joy on getting wealth by sinful acts. That sinner, by stealing, gets addicted to sin and, thinking that Dharma does not exist, he makes fun of the pious men. He does not have even a little faith in Dharma and by sin he falls into the mouth of destruction. He thinks himself immortal like the gods; but he has to be bound in the noose of Varuna. 18-20.
