जिसका देश समृद्ध, धन-धान्य से युक्त, राजा को प्रिय प्रजा से युक्त तथा योग्य मन्त्रियों से सुशोभित हो, उस राजा को दृढ़ जड़ वाला समझना चाहिए ॥3॥
The king whose country is prosperous, rich in wealth, full of people who are dear to the king and adorned with able-bodied ministers should be considered to have strong roots. ॥ 3॥
