न चाप्यलब्धं लिप्सेत मूले नातिदृढे सति।
न हि दुर्बलमूलस्य राज्ञो लाभो विधीयते॥ २॥ |

| यदि राज्य की नींव मजबूत न हो, तो राजा को अप्राप्य वस्तुओं को प्राप्त करने अथवा निर्जन देशों पर अधिकार करने की इच्छा नहीं करनी चाहिए; क्योंकि जिस राजा की नींव कमजोर हो, उसके लिए ऐसे लाभ प्राप्त करना संभव नहीं है॥ 2॥ |
