न चाप्यलब्धं लिप्सेत मूले नातिदृढे सति।
न हि दुर्बलमूलस्य राज्ञो लाभो विधीयते॥ २॥
अनुवाद
यदि राज्य की नींव मजबूत न हो, तो राजा को अप्राप्य वस्तुओं को प्राप्त करने अथवा निर्जन देशों पर अधिकार करने की इच्छा नहीं करनी चाहिए; क्योंकि जिस राजा की नींव कमजोर हो, उसके लिए ऐसे लाभ प्राप्त करना संभव नहीं है॥ 2॥
If the foundation of the kingdom is not strong, then the king should not wish to acquire unobtainable things or to gain control over unoccupied countries; because it is not possible for a king whose foundation is weak to gain such benefits.॥ 2॥
