सहस्राक्षेण राजा हि सर्वथैवोपमीयते।
स पश्यति च यं धर्मं स धर्म: पुरुषर्षभ॥ ४५॥
अनुवाद
हे महात्मन! राजा की तुलना सब प्रकार से सहस्र नेत्रों वाले इन्द्र के समान की गई है; अतः राजा जिस धर्म को भली-भाँति समझकर उसका निश्चय करता है, वही श्रेष्ठ धर्म माना जाता है ॥ 45॥
O great man! The king is compared to the thousand-eyed Indra in every way; therefore, the Dharma which the king understands well and decides upon is considered the best Dharma. ॥ 45॥
