जहाँ पापी मनुष्य निर्भय होकर विचरण करते हैं, वहाँ पुण्यात्मा पुरुषों की दृष्टि में ऐसा माना जाता है कि राजा दुष्काल से घिरा हुआ है; परन्तु जब राजा दुष्टों को दण्ड देता है, तब उसका राज्य सब ओर से समृद्ध होने लगता है ॥28॥
Where sinful men roam around fearlessly, it is believed in the eyes of virtuous men that the king is surrounded by the evil age; but when the king punishes the wicked men, then his kingdom starts prospering in all directions. ॥28॥
