यदि कोई राजा या राजकर्मचारी अपनी प्रजा की विनम्र प्रार्थना को अस्वीकार कर दे और स्वेच्छा से अथवा धन के लोभ से किसी न किसी प्रकार छलपूर्वक उनका धन छीन ले, तो यह राजा के महान् विनाश का सूचक है ॥25॥
If a king or a government employee rejects the humble appeals of his subjects and snatches their wealth either voluntarily or out of greed for money through some trick or the other, it is an indicator of the king's great ruin. ॥25॥
