यच्च भूतं सम्भजते ये च भूतास्तदन्वया:।
अधर्मस्थे हि नृपतौ सर्वे शोचन्ति पार्थिव॥ १३॥ |

| हे राजन! राजा जिन प्राणियों को भोजन आदि देकर उनकी सेवा करता है तथा जो राजा के सम्बन्धी हैं, वे सब राजा के अधर्मी हो जाने पर विलाप करने लगते हैं॥13॥ |
