उतथ्य उवाच
कालवर्षी च पर्जन्यो धर्मचारी च पार्थिव:।
सम्पद् यदेषा भवति सा बिभर्ति सुखं प्रजा:॥ १॥
अनुवाद
उतथ्य कहते हैं - हे राजन! राजा को धर्म का पालन करना चाहिए और मेघों को समय पर वर्षा करनी चाहिए। इस प्रकार जो धन बढ़ता है, वह प्रजा को सुखपूर्वक भरण-पोषण प्रदान करता है॥1॥
Utthaya says - O King! The king should follow the religion and the clouds should rain on time. The wealth that increases in this way, provides sustenance to the subjects happily.॥ 1॥
