इसलिए जिसमें धर्म (वृष) प्रबल होता है, उसे राजा कहते हैं और जिसमें धर्म (वृष) लुप्त हो गया है, उसे देवता 'वृषल' मानते हैं ॥15॥
Therefore the one in whom Dharma (Vrish) prevails is called a king and the one in whom Dharma (Vrish) has vanished is considered by the gods as 'Vrishal'. ॥15॥
