| युधिष्ठिर! राजा को समस्त प्रजा के कल्याण के लिए सदैव युद्ध करना चाहिए अथवा युद्ध के लिए तत्पर रहना चाहिए। अतः मनुष्यों में श्रेष्ठ राजा को शत्रुओं की गतिविधियों को जानने के लिए मनुष्यों को गुप्तचर नियुक्त करना चाहिए। 11. |
