उसे पहले थोड़ा-सा कर लेना चाहिए, फिर धीरे-धीरे उसे बढ़ाकर बढ़ा हुआ कर वसूल करना चाहिए। तत्पश्चात समयानुसार उसे धीरे-धीरे बढ़ाते रहना चाहिए (ताकि वह किसी को भार न लगे)।॥7॥
He should first take a small amount of tax and then gradually increase it and collect the increased tax. After that, he should keep increasing it gradually by increasing it again as per the time (so that no one feels it to be a burden).॥ 7॥
