जैसे भौंरा फूल और वृक्ष का रस धीरे-धीरे चूसता है, वृक्ष को नहीं काटता। जैसे मनुष्य गाय को बिना कष्ट पहुँचाए धीरे-धीरे दूध देता है, उसके थनों को नहीं कुचलता, वैसे ही राजा को चाहिए कि वह राष्ट्र की गाय को धीरे-धीरे दूध दे, उसे कुचले नहीं। ॥4॥
Just as a bumble bee slowly sucks the nectar of a flower and a tree and does not chop the tree. Just as a man milks a cow slowly without hurting the calf and does not crush its udders, similarly a king should milk the nation's cow gently and not crush it. ॥ 4॥
