| यदि उन्हें उनकी योग्यता के अनुसार कार्यों में पूर्ण अधिकार दे दिया जाए तो वे बड़े कार्य करने के लिए तत्पर हो सकते हैं तथा राजा का कल्याण बढ़ा सकते हैं। |
