मिथोभेदाद् ब्राह्मणक्षत्रियाणां
प्रजा दु:खं दु:सहं चाविशन्ति।
एवं ज्ञात्वा कार्य एवेह नित्यं

| ब्राह्मण और क्षत्रिय में भेद होने के कारण प्रजा को बहुत कष्ट उठाना पड़ता है। इन सब बातों को समझकर राजा को सदाचारी और ज्ञानी पुरोहित को नियुक्त करना चाहिए॥ 28॥ |
