कश्यप बोले - "जैसे घर में अग्नि प्रज्वलित होकर आँगन तथा सम्पूर्ण गाँव को जला डालती है, वैसे ही ये रुद्रदेव भी किसी प्राणी के भीतर विशेष रूप से प्रकट होकर दूसरों के मन में भी मोह उत्पन्न करते हैं; तब सम्पूर्ण जगत् पुण्य और पाप से युक्त हो जाता है॥ 21॥
Kasyapa said, "Just as a fire ignites in a house and burns down the courtyard and the entire village, similarly, this Rudradev, manifesting in a particular form within a creature, creates delusion in the minds of others as well; then the entire world becomes associated with virtue and sin.॥ 21॥
