इन्द्र उवाच
असैनिका धर्मपराश्च धर्मे
परां गतिं न नयन्ते ह्ययुक्तम्।
क्षात्रो धर्मो ह्यादिदेवात् प्रवृत्त:
पश्चादन्ये शेषभूताश्च धर्मा:॥ २१॥ |

| इन्द्र बोले - राजन्! राजधर्म की उत्पत्ति सर्वप्रथम आदिदेव भगवान विष्णु से हुई है। अन्य सभी धर्म उसके ही अंग हैं और उसके बाद प्रकट हुए हैं। जो राजा सैन्यबल से संपन्न नहीं हैं, वे धार्मिक होने पर भी दूसरों को धर्म-सम्बन्धी परम मोक्ष की प्राप्ति नहीं करा सकते।॥21॥ |

| Indra said - King! Rajdharma originated first from the first god Vishnu. All other dharmas are its parts and have appeared after that. Those kings who are not endowed with military power, even if they are religious, cannot help others to attain the ultimate salvation related to religion. ॥ 21॥ |
