शत्रुओं पर आक्रमण करने के चार अवसर, धर्म-विजय, अर्थ-विजय और असुर-विजय इन तीन वर्णों का विस्तार भी उपर्युक्त ग्रन्थ में पूर्णतः वर्णित किया गया है। मंत्री, राष्ट्र, दुर्ग, सेना और कोष - इन पाँच वर्णों के तीन प्रकार के लक्षण भी उत्तम, मध्यम और निकृष्ट भेद के आधार पर प्रतिपादित किए गए हैं।॥38-39॥
