ब्रह्माजी के उस नीतिशास्त्र में मंत्रियों की रक्षा (सावधान रहना, जिससे कोई उनके साथ विश्वासघात न कर सके), प्रणिधि (राजदूत), राजकुमार के लक्षण, गुप्तचरों के आवागमन की विविध विधियाँ, भिन्न-भिन्न स्थानों पर भिन्न-भिन्न प्रकार के गुप्तचरों की नियुक्ति, साम (समझौता), दान (उपहार), भेद (भेद), दण्ड (दण्ड) और नियम (उपेक्षा) - ये पाँच विधियाँ पूर्ण रूप से बताई गई हैं ॥34-35॥
