चारश्च प्रणिधिश्चैव काले दानममत्सरात्।
युक्त्यादानं न चादानमयोगेन युधिष्ठिर॥ ५॥
सतां संग्रहणं शौर्यं दाक्ष्यं सत्यं प्रजाहितम्।
अनार्जवैरार्जवैश्च शत्रुपक्षस्य भेदनम्॥ ६॥
केतनानां च जीर्णानामवेक्षा चैव सीदताम्।
द्विविधस्य च दण्डस्य प्रयोग: कालचोदित:॥ ७॥
साधूनामपरित्याग: कुलीनानां च धारणम्।
निचयश्च निचेयानां सेवा बुद्धिमतामपि॥ ८॥
बलानां हर्षणं नित्यं प्रजानामन्ववेक्षणम्।
कार्येष्वखेद: कोशस्य तथैव च विवर्धनम्॥ ९॥
पुरगुप्तिरविश्वास: पौरसंघातभेदनम्।
अरिमध्यस्थमित्राणां यथावच्चान्ववेक्षणम्॥ १०॥
उपजापश्च भृत्यानामात्मन: पुरदर्शनम्।
अविश्वास: स्वयं चैव परस्याश्वासनं तथा॥ ११॥
नीतिधर्मानुसरणं नित्यमुत्थानमेव च।
रिपूणामनवज्ञानं नित्यं चानार्यवर्जनम्॥ १२॥
अनुवाद
युधिष्ठिर! गुप्तचर रखना, दूसरे देशों में राजदूत नियुक्त करना, नौकरों को समय पर वेतन-भत्ते बिना ईर्ष्या किए देना, करों का चतुराई से संग्रह करना, प्रजा का धन अन्यायपूर्वक न हड़पना, अच्छे लोगों का संग्रह करना, वीरता, कार्यकुशलता, सत्य बोलना, प्रजा के हित के बारे में सोचना, शत्रु खेमे में साधारण या चालाकी से भी फूट डालना, पुराने मकानों की मरम्मत और मंदिरों का जीर्णोद्धार करवाना, दीन-दुखी लोगों का ध्यान रखना, समयानुसार शारीरिक और आर्थिक दण्ड का प्रयोग करना, साधु पुरुषों का परित्याग न करना, कुलीन लोगों को अपने साथ रखना, संग्रहणीय वस्तुओं का संग्रह करना, बुद्धिमान लोगों की संगति करना, पुरस्कार आदि द्वारा सेना का सुख और उत्साह बढ़ाना, प्रतिदिन और निरंतर प्रजा का ध्यान रखना, काम करने में कष्ट न करना, कोष में वृद्धि करना, नगर की सुरक्षा का पूर्ण प्रबंध करना, इस मामले में दूसरों पर निर्भर न रहना, यदि नगर के लोगों ने आपके विरुद्ध कोई गुट बना लिया हो तो उनमें फूट डालना, शत्रु, मित्र और मध्यस्थों को पृथक करना, दूसरों को गुट न बनाने देना आपके सेवकों में भी स्वयं आपके नगर का निरीक्षण करना, किसी पर भी पूर्ण विश्वास न करना, दूसरों को आश्वासन देना, नीति के सिद्धांतों का पालन करना, सदैव परिश्रमी रहना, शत्रुओं से सावधान रहना तथा नीच कर्मों और दुष्ट पुरुषों का सदैव त्याग करना - ये सब राज्य की रक्षा के साधन हैं ॥5-12॥
Yudhisthira! Keeping spies, appointing ambassadors in other countries, paying salaries and allowances to servants on time without being jealous of them, collecting taxes tactfully, not usurping the wealth of the people unjustly, gathering good men, bravery, efficiency, speaking the truth, thinking about the welfare of the people, creating divisions in the enemy camp even by simple or cunning means, getting old houses repaired and temples renovated, taking care of the poor and the miserable, using both physical and financial punishments as per the time, not abandoning saintly people, keeping noble people with you, collecting collectable things, using the company of intelligent people, increasing the happiness and enthusiasm of the army by rewards etc., taking care of the people daily and continuously, not feeling pain in doing work, increasing the treasury, making complete arrangements for the protection of the city, not relying on others in this matter, if the people of the city have formed any faction against you, then creating divisions in them, separating the enemy, friend and Keeping a proper eye on mediators, not allowing others to create factions even amongst your servants, personally inspecting your city, not trusting anyone completely, giving assurance to others, following the principles of ethics, always being industrious, being cautious of enemies and abandoning vile deeds and wicked men forever - all these are the means of protecting the kingdom. ॥5-12॥
