जैसे शिकारी अपने बाणों से हिरणों को आगे बढ़ने से रोकते हैं, वैसे ही राजा भी मर्यादा लांघकर अनुचित रीति से दूसरों का धन चुराने वाले मनुष्य को दण्ड देकर उसे उस कुमार्ग पर चलने से रोकते हैं ॥9॥
Just as hunters stop deer from moving forward with their arrows, similarly, kings by punishing a person who crosses the limits and steals others' wealth in an improper manner, stop him from following that evil path. ॥9॥
