उद्वेजनेन बन्धेन विरूपकरणेन च।
वधदण्डेन ते क्लिश्या न पुरोहितसंसदि॥ १३॥
अनुवाद
अपराधी को उसकी सारी संपत्ति छीन लेने, उसे कारागार में डालने अथवा उसके अंगों को विकृत करके उसे कुरूप बनाने की धमकी दी जा सकती है; परन्तु उसे मृत्युदंड देना और उसके परिवार को कष्ट पहुँचाना उचित नहीं है। इसी प्रकार यदि उसने किसी ब्राह्मण पुरोहित की शरण ली हो, तो भी राजा को उसे दंड नहीं देना चाहिए॥13॥
The culprit may be threatened with the loss of all his possessions or he may be imprisoned or his limbs may be mutilated to make him ugly; but it is not right to punish him with death and cause pain to his family. Similarly, if he has taken refuge in a Brahmin priest, then also the king should not punish him.॥13॥
