परन्तु जब चोर का धन दूसरे लोग चुरा लेते हैं, तब चोर भी प्रजा की रक्षा करने वाले और चोरों को दण्ड देने वाले राजा की इच्छा करता है - उसे उसकी आवश्यकता अनुभव होती है। उस स्थिति में वह उन मनुष्यों के समान बनना चाहता है जो अपने ही धन से संतुष्ट रहते हैं - और दूसरों के धन को छूना पाप समझते हैं। ॥8॥
But when other people steal the thief's wealth, then the thief also wants a king who protects the people and punishes the thieves - he feels the need for him. In that situation, he desires to become like those men who are satisfied with their own wealth - and consider it a sin to touch the wealth of others. ॥ 8॥
