| हे भरतपुत्र! उसे न तो जीवों से प्रेम था और न ही उन पर दया। वह साम, दाम और भेद तीनों ही तरीकों से आगे बढ़कर केवल दण्ड द्वारा ही समस्त प्रजा को पीड़ा पहुँचाने लगा। |
