तस्मात् तीक्ष्ण: प्रजा राजा स्वधर्मे स्थापयेत् तत:।
अन्योन्यं भक्षयन्तो हि प्रचरेयुर्वृका इव॥ २८॥

अतः केवल तीक्ष्ण स्वभाव वाला राजा ही अपनी प्रजा को स्वधर्म का पालन करा सकता है; अन्यथा सारी प्रजा भेड़ियों की तरह स्वतन्त्र होकर एक-दूसरे को लूटती और खाती फिरेगी॥28॥
Therefore only a king with a sharp temperament can make his subjects follow their own religion; otherwise all the subjects will roam around freely like wolves, plundering and eating each other.॥28॥
