जब आपातकाल में उपयोगी प्राकृत शास्त्र का प्रचलन हो, तो राजा को इन शिक्षाओं के अनुसार जीवन व्यतीत करना चाहिए, जैसे, ‘अपने राज्य से अथवा दूसरे राज्य से, जिस प्रकार भी संभव हो, धन लेकर अपना कोष भरना चाहिए।’ किन्तु चतुर व्यक्ति को इससे भी आगे बढ़कर विशेष शास्त्रों को अपनाना चाहिए, जैसे, ‘केवल दो राज्यों में रहने वाले उन धनवान लोगों से ही धन लेना चाहिए जो कंजूसी या दुर्व्यवहार के कारण दण्ड के पात्र हों।’
When the Prakrit Shastra, which is useful in times of emergency, is in practice, the king should live his life according to the teachings like, 'One should fill his treasury by taking money from his own kingdom or from another kingdom, in whatever way possible.' But a clever person should go further and adopt special scriptures like, 'One should take money only from those rich people living in two kingdoms who deserve punishment due to miserliness or misbehavior.'
