आकाङ्क्षन्नात्मनो राज्यं राज्ये स्थितिमकोपयन्।
अदत्तमेवाददीत दातुर्वित्तं ममेति च॥ ५॥
अनुवाद
यदि कोई राजा अपने राज्य को बचाए रखना चाहता है, तो उचित यही है कि वह राज्य के प्रशासन में बाधा डाले बिना, ब्राह्मण आदि प्रजा की रक्षा के उद्देश्य से, राज्य के धनवान लोगों का धन, चाहे वे उन्हें न भी दें, अपना ही समझकर, बलपूर्वक ले ले ॥5॥
If a king wishes to retain his kingdom, it is appropriate that he, without disturbing the administration of the kingdom, for the purpose of protecting his subjects like Brahmins etc., should take the wealth of the wealthy people of the kingdom by force, even if it is not given by them, considering it as his own. ॥ 5॥
