भीष्म बोले, "हे राजन! यदि विजय की इच्छा से आक्रमण करने वाला राजा बाहर का हो, उसका आचरण और विचार शुद्ध हों तथा वह धर्म और अर्थ के पालन में कुशल हो, तो उसके साथ यथाशीघ्र संधि कर लेनी चाहिए। और यदि तुम्हारे पूर्वजों के अधीन रहे ग्राम और नगर आक्रमणकारी के हाथ में चले गए हों, तो उसे मधुर वचनों से समझाकर उसके हाथ से छुड़ाने का प्रयत्न करना चाहिए।"
Bhishma said, "O King! If the king who is attacking with the desire to win is from outside, his conduct and thoughts are pure and he is skilled in the pursuit of religion and wealth, then a treaty should be entered into with him as soon as possible. And if the villages and cities which were under the control of your ancestors have gone into the hands of the attacker, then one should try to free them from his hands by persuading him with sweet words." 4.
