युधिष्ठिर ने पूछा, "भरतनंदन! जिसकी सेना और धन क्षीण हो गया हो, जो आलसी हो, जो अपने मित्रों पर बहुत दया करने के कारण उनके नाश के भय से शत्रुओं के साथ युद्ध नहीं कर सकता, जो अपने मंत्रियों आदि के चरित्र पर संदेह करता हो अथवा जिसका चरित्र भी संदिग्ध हो, जिसकी सलाह गुप्त नहीं रह सकती और जिसे अन्य लोग सुन चुके हों, जिसका नगर और देश अनेक भागों में विभक्त होकर शत्रुओं ने ले लिया हो, जिसके कारण उसके पास धन नहीं बचा हो, जिसके मित्रों ने धन के अभाव में उसे त्याग दिया हो और जिसके मंत्री भी शत्रुओं से पराजित हो गए हों, जिस पर शत्रु सेना ने आक्रमण किया हो, जो दुर्बल होने के कारण बलवान शत्रु से पीड़ित हो और जिसका मन विपत्ति के कारण भयभीत हो गया हो, उसके लिए इस संकट से छुटकारा पाने के लिए अब क्या कार्य शेष रह गया है? इस संकट से छुटकारा पाने के लिए उसे क्या करना चाहिए?॥1-3॥

What work is left for a person whose army and wealth have been depleted, who is lazy, who cannot fight with the enemy along with his friends due to the fear of their destruction because of being very kind to them, who doubts the character of his ministers etc. or whose character is also doubtful, whose advice could not remain secret and has been heard by others, whose city and country have been divided into many parts and taken over by the enemies, because of which he has no wealth left, whose friends have deserted him due to lack of wealth and whose ministers have also been defeated by the enemies, who has been attacked by the enemy army, who is suffering from a strong enemy due to being weak and whose mind has become frightened due to the calamity? What work is left for him to do to get rid of this crisis? What should he do to get rid of this crisis?॥1-3॥
