जिस प्रकार लोग बाढ़ के समय जहाँ से पानी आने पर गाँवों के डूबने का खतरा हो, वहाँ मजबूत बाँध बनाते हैं, उसी प्रकार राजा को भी चाहिए कि जिन द्वारों से खतरा आने की संभावना हो, उन्हें मजबूत करके बंद करने के लिए सदैव सतर्क रहे। जैसे लोग वर्षा के बाद पहाड़ों पर एकत्रित होने वाले और नदी या तालाब के रूप में बचे हुए जल का उपयोग करने के लिए आश्रय लेते हैं, उसी प्रकार राजा को भी सिद्ध ब्राह्मणों का आश्रय लेना चाहिए और जिस प्रकार धर्म का पाखण्डी व्यक्ति अपने सिर पर जटाएँ धारण करता है, उसी प्रकार राजा को भी अपने स्वार्थ की पूर्ति की इच्छा से उच्च गुणों को अपनाना चाहिए।॥8॥
Just as people build strong dams at the place from where water threatens to submerge villages during a flood, similarly the king should be constantly alert to strengthen and close the gates from which danger is likely to come. Just as people take shelter of the water that collects in the mountains after rain and remains in the form of a river or pond to use it, similarly the king should take shelter of accomplished Brahmins and just as a hypocrite of religion wears matted hair on his head, similarly the king should also adopt high characteristics with the desire to fulfill his selfish motives.॥ 8॥
