शत्रु की सेना के पंख काट डालो - उसे दुर्बल कर दो, श्रेष्ठ पुरुषों को अपने पास रखो। मोर की भाँति अपनी इच्छानुसार शुभ कर्म करो - जैसे मोर अपने पंख फैलाता है, वैसे ही अपने पक्ष (सेना और सहायकों) का विस्तार करो। सबकी बुद्धि और शुभ विचार ग्रहण करो और जैसे टिड्डियों का दल वन में जहाँ कहीं भी गिरता है, वहाँ वृक्षों पर एक पत्ता भी नहीं छोड़ता, वैसे ही शत्रुओं पर आक्रमण करो और उनका समूल नाश करो॥16॥
