जैसे मोर आधी रात को एकांत स्थान में छिप जाता है, वैसे ही राजा को भी वर्षा ऋतु में शत्रुओं पर आक्रमण न करके, अदृश्य होकर महल में ही रहना चाहिए। मोर के गुणों को अपनाकर, स्त्रियों की दृष्टि से बचते हुए, विचरण करना चाहिए॥13॥
Just as a peacock hides in a secluded place at midnight, similarly the king should not attack his enemies during the rainy season and should stay in the palace in an invisible manner. Adopting the qualities of a peacock, he should move around unnoticed by women.॥ 13॥
