अतः राजा को ऐसे व्यक्ति को ही मंत्री नियुक्त करना चाहिए जो कुलीन कुल का हो, सुशिक्षित हो, विद्वान हो, ज्ञान-विज्ञान में निपुण हो, समस्त शास्त्रों का सार जानने वाला हो, सहनशील हो, अपने देश का निवासी हो, कृतज्ञ हो, बलवान हो, क्षमाशील हो, मन को वश में रखने वाला हो, इन्द्रियों को वश में कर चुका हो, लोभ से रहित हो, जो मिले उसी में संतुष्ट रहे, स्वामी और मित्रों की उन्नति चाहने वाला हो, समय और स्थान का ज्ञाता हो, आवश्यक वस्तुओं के संग्रह में तत्पर हो, मन को सदैव वश में रखने वाला हो, स्वामी का हितैषी हो, आलस्य से रहित हो, अपने राज्य में गुप्तचर रखता हो, संधि और युद्ध के अवसरों को समझने में कुशल हो, राजा के धर्म, धन और काम की उन्नति के उपाय जानता हो, नगर और ग्राम के लोगों का प्रिय हो, खाइयाँ और सुरंग खोदने तथा युद्ध-रूप बनाने की कला में निपुण हो, अपनी सेना का मनोबल बढ़ाने में कुशल हो, मुख और हाव-भाव देखकर ही मन के सच्चे भावों को समझ लेता हो, शत्रुओं पर आक्रमण करने का अवसर समझने में बहुत चतुर हो, हाथी को प्रशिक्षित करने का वास्तविक मर्म जानता हो, अहंकार से रहित, निर्भय, उदार, संयमी, बलवान, धर्मपूर्वक कार्य करने वाला, शुद्ध, शुद्ध पुरुषों से युक्त, प्रसन्नचित्त, प्रेम करने वाला, नेता, नीतिज्ञ, उत्तम गुणों और शुभ संकल्पों से युक्त, अहंकार से रहित, विनम्र, स्नेही, मृदुभाषी, धैर्यवान, वीर, महान ऐश्वर्य से युक्त और देश-काल के अनुसार कार्य करने वाला हो ॥7-14॥
Therefore, the king should appoint only such a person as minister who is of noble family, well educated, learned, proficient in knowledge and science, knows the essence of all the scriptures, tolerant, a resident of his own country, grateful, strong, forgiving, one who controls his mind, has controlled his senses, is free from greed, is satisfied with whatever he gets, wants the progress of his master and his friends, knows the time and place, is ready to collect essential things, always keeps his mind under control, is a well-wisher of his master, is free from laziness, keeps spies in his kingdom, is skilled in understanding the opportunities of treaty and war, knows the ways of progress of the king's religion, wealth and work, is loved by the people of the city and the village, is skilled in the art of digging trenches and tunnels and making battle formations, is skilled in increasing the morale of his army, understands the true feelings of the mind just by looking at the face and gestures, is very clever in understanding the opportunity to attack the enemies, knows the true essence of training an elephant, is free from ego, He should be fearless, generous, self-controlled, strong, doing the right thing, pure, surrounded by pure men, cheerful, loving, a leader, skilled in ethics, full of noble qualities and good intentions, free from arrogance, polite, affectionate, soft-spoken, patient, brave, endowed with great opulence, and one who works according to the time and place. 7-14॥
