लोहे के चाकू को सिर पर रखकर तेज किया जाता है और चमड़े की पेटी में छिपाकर रखा जाता है, फिर समय आने पर वह (सिर आदि के) सारे बाल काट डालता है। इसी प्रकार राजा को भी चाहिए कि वह अपने इरादे छिपाकर अनुकूल अवसर की प्रतीक्षा करता रहे और उपयुक्त साधन जुटाता रहे तथा चाकू की तरह तीक्ष्ण और निर्दयी होकर अपने शत्रुओं के प्राण लेकर उन्हें समूल उखाड़ फेंके।
A knife made of iron is sharpened by putting it on the head and kept hidden in a leather case, then when the time comes it cuts off all the hair (of the head etc.). Similarly, a king should keep waiting for a favourable opportunity while hiding his intentions and keep collecting suitable means and being sharp and ruthless like a knife, he should take the life of his enemies and uproot them completely.
