राजा को इतना सावधान रहना चाहिए कि शत्रु उसकी दुर्बलता को न देख सके और यदि शत्रु की दुर्बलता प्रकट हो जाए, तो उस पर अवश्य आक्रमण कर देना चाहिए। जैसे कछुआ अपने अंगों की रक्षा करता है, वैसे ही राजा को भी अपने सभी अंगों (राजा, मंत्री, राष्ट्र, किला, कोष, बल और मित्र) की रक्षा करनी चाहिए और अपनी दुर्बलताओं को छिपाना चाहिए। यदि वह कोई कार्य आरंभ करे, तो उसे पूरा किए बिना कभी न छोड़े; क्योंकि यदि शरीर में गड़ा हुआ काँटा बीच से टूटकर अंदर रह जाए, तो उसमें से बहुत दिनों तक मवाद निकलता रहता है। 8-9
‘The king should be so cautious that the enemy cannot see his weakness and if the enemy's weakness is revealed, he should definitely attack him. Just as a tortoise protects its limbs, similarly the king should protect all his limbs (king, minister, nation, fort, treasury, strength and friends) and hide his weaknesses. If he starts a task, he should never leave it without completing it; because if a thorn stuck in the body breaks in half and remains inside, it keeps oozing pus for many days. 8-9.
