राजा को दण्ड देने के लिए सदैव तत्पर रहना चाहिए और सदैव साहस का परिचय देना चाहिए। राजा को अपनी दुर्बलता प्रकट नहीं होने देनी चाहिए; अपितु दूसरों की दुर्बलताओं पर सदैव दृष्टि रखनी चाहिए और यदि शत्रुओं की दुर्बलता ज्ञात हो जाए, तो उन पर आक्रमण कर देना चाहिए।
